Something like that, yeah. The vanishing blade Raikou was created by Yoru (hence the summoning charm looking like him), with its power exclusively tied to the Shiratori family name to prevent it from being used by their enemies.

Admittedly, I don't know how long it's been in her family, though. But my fanfics tend to go with the idea that at least her mother used it before her.
