I feel like there are several entertaining approaches to the twins in English, and I can't even decide which I like better. I assume none of this will ever be explored in any official media, given that even Hanamaru 2 is presumably still JP voice acting... so at least it gives us something to play with.
Idea 1: Old Shakespearean. Methinks t'would greatly amuse me, that they would speaketh in ye olde butcher'd Englishe. It might make sense if we assume their immortality and lack of growth also applied to their minds and social habits from back when they were actually growing up.
Idea 2: Every generational dialect combined. Complete with, given them being separated and alone for at least a decade, correcting each other that for example "Nobody says 'radical' anymore, Sis."
Idea 3, which I think I'm going with for Faraway Town Exorcism Record: Kikuka more or less speaking normally, but trying extra hard to be playful and positive (while still seeking profit opportunities of course), and Ouka very formal and proper with every sentence... and for some reason I'm imagining her and/or both of them with sort of a posh English-like accent. I can play out the example below very clearly in my head and I kinda love it.
